an independent Ombudsman to increase accountability by investigating complaints from the public about Government; performance-related pay for civil servants to reward excellence -- and penalise incompetence; private sector secondments and "fast tracking'' for Civil Service high-flyers -- and private sector whizz kids brought in to public service on short contracts; fixed penalty traffic fines to help clear up the "shambles'' in Magistrates' Court; streamlined decision-making to delegate minor matters from Cabinet to top civil servants, and; an end to private meetings of the House of Assembly's Public Accounts Committee.
