Government dog warden Leonard (Shinah) Simons said a warden went to the Warwick premises to find the dogs' drinking water that was stinking and infested with mosquitoes.

A mosquito expert from the Ministry of Health gave evidence the water had algae and went unchanged for about three or more weeks.

Hill was charged for having too many dogs, cruelty, and not having the appropriate dog licence.

Magistrate Edward King ordered him to pay $1,000, banned him from having dogs for five years, and jailed him for three months.
