United Bermuda Party MP Trevor Moniz said the constitutional change check-list, provided by the UK Foreign Office, required Government to show evidence it had the majority of the Island's support.

But, he said, a recent Bermuda Sun poll had shown the majority of Bermudians did not agree with Government's move for constitutional changes.

And section 1.3 of the check-list specifically instructed overseas territory governments to, "...explain why a particular requirement should not apply to their territory'', such as the majority requirement in section 2.19.

Section 2.19, asks: "Do the changes suggested by the (Bermudian) government have the support of the majority of the population? What is the evidence for such support?'' Mr. Moniz said that was a discrepancy because polls showed the changes did not have the support of the majority.

He called for a referendum and criticised Baroness Scotland and Government House for not bringing enough attention to those sections.

"This is not the throw-away-question. In fact, this is the critical question.'' The UBP MP said questions on parish boundaries and number of seats in the House would not be hard to ask on a referendum card.

"We should be trying to find out what people want.'' He went on to say the Government uses their election as an example they have the majority of the people's support and questions the tardiness of the publication.

"It wasn't a major issue during the last election and you would have thought we would see it long since.'' The list was recently released by Premier Jennifer Smith in which she said: "I write to ensure that each one of you is fully informed of the constitutional changes being promoted by Government.''
