But the units added for this year's third quarter still fell below 1997's third quarter by 18 units and 1996 by 12 units.
The decline in construction of new residential units was reflected in all types of dwelling units, but most notably studio and two-bedroom units.
Of the 35 added units, three were studio apartments, 12 were one-bedroom, seven were two-bedroom and 13 were three-bedroom and over.
This contrasts with nine studio apartments and 14 two-bedroom units added in 1997.
