Despite Police objections heard at a hearing on March 18, Liquor Licensing Authority chairman the Wor. Will Francis attached no new conditions to the licence.

A spokesman for The Oasis said the decision was a vindication for manager Mr.

Mark Osborne, who Police had said was "not a fit and proper person'' to manage the club.

Police Chief Insp. Larry Smith later clarified that Mr. Osborne's character was not in question. Instead, it was the amount of control he exercised over the premises.

But in a departure from the Authority's practice when it renewed the licences of clubs like The Spinning Wheel and The Clay House Inn, it asked for no extra measures when it renewed the licence for The Oasis.

The Authority did agree to a request from The Oasis to allow it to close between noon and 9 p.m. each day. The Oasis has traditionally been closed between those hours, but it was discovered during the liquor licence hearing it was technically required to open at noon each day.

Thefts, assaults, a bathroom drug deal, and after-hours serving of alcohol were among the complaints cited by Chief Insp. Smith.

But Mr. Jeffrey Elkinson, lawyer for The Oasis, noted none of the alleged incidents were proven. Police presence was encouraged at the nightclub, a popular haunt for off-duty officers, he said.
