ordered to pay their fines after MPs last night closed a loophole in the law.

Previously offenders believed they might escape a fine after it was realised their cases were not being brought before a magistrate within the legal time period.

The introduction of a new computer system in the courts last year delayed summonses being issued. As a result some offenders issued with tickets at the beginning of last year did not appear in court for another 12 months. But last night MPs passed the Traffic Procedure Validation Act which now makes all tickets valid.

Transport Minister Wayne Furbert introduced the bill to the House last Friday but decided to postpone debate after it was condemned by Opposition MPs who claimed it was unfair to make it retroactive.

But last night he said: "I have thought about this over the weekend and discussed it with the Attorney General and I believe that what we are doing is correct.

"We are validating the procedure, not the offence.'' Although all Opposition MPs opposed the motion, it was approved by Government benches and passed by 19 votes to 14.
