This will enable us to additionally market ourselves from an international business perspective as information processing is an invaluable tool in reducing costs of services. If this is successful and adopted by our sophisticated business community, it can only help to further position Bermuda as a competitive and attractive domicile of choice for the international business community.

This complements efforts to develop a strategic plan for international business development as these telecommunications breakthrough can open up further opportunities for Bermuda to better market ourselves abroad.

As we consider ways and means of using the bonanza of the return of the Base lands and in view of the foregoing, I would urge the government not to discount the usage of the Base lands as the lynchpin for a thriving telecommunications and information industry in Bermuda.

GOVERNMENT ADMINISTRATION Mr. Speaker, I hope that the introduction of a new computerised financial information and management system to the Ministry of Finance will assist the UBP Government in providing statistics and financial reports on a much more timely basis. It makes little or no sense to conduct the business of government like a patchwork quilt. The business of becoming more efficient and effective has to be adopted by all government departments and consistently sustained.

Mr. Speaker, violence in schools has increased, the drug trade is flourishing and violent crime seems omnipresent. What has gone so dreadfully wrong? Well Mr. Speaker, part of the problem today is that we have a surplus of simple answers and a shortage of simple problems. I suppose Mr. Speaker one, answer is this. If something has been done in a particular way for fifteen or twenty years, it's a pretty good sign, in these changing times that it's being done the wrong way. Mr. Speaker, you will note that we have had the current UBP Government in power for over 25 years. Perhaps, therein lies the problem.
