The victim of the theft said she was walking near Watlington Road in Devonshire shortly after 1 p.m. on Thursday with a shopping bag containing a purse, cash and other items when a man rode up beside her on a black motorcycle, grabbed the bag and fled.

The woman gave Police a description of the man and his clothing and they arrested the 18-year-old at about 2 p.m. that same day following a brief chase near the Arboretum in Devonshire.
