Development Centre, while the two teenagers who ran away last month have still not been found.

Morocco Burch, 16, ran away on Friday. He has gone missing before, a Police spokesman said.

Kenneth Boyles, 15, and Delton Burchall, 17, have been missing since October 7.

Sgt. John Dale reminded the public it was an offence to harbour the teenagers.

Burch was last seen wearing a black sweat top, black and rust trousers and Fila-brand sneakers. He is about 140-150 pounds, 5' 7''-tall and of slim build.

Sgt. Dale echoed an appeal last month by Head of Police Community and Juvenile Services Insp. Gertrude Barker for a "proper restraining'' facility for youngsters with severe behavioural problems.

"A facility is needed where certain children cannot just walk out,'' she told The Royal Gazette following the disappearance of Burchall and Boyles.

Police spend countless hours picking up runaways from the facilities and taking them back, she pointed out.

Social Services Minister the Hon. Quinton Edness said then he was against locking up children. But he said professionals involved with youngsters at the residential care facilities were looking at new ways of handling those with severe behavioural problems.
