The 53-year-old director of Meyer Agencies Ltd. was born in Ontario but was granted Bermuda status in 1977.

He joined the Reserve Constabulary in 1971 and was promoted through the ranks from sergeant in 1974, inspector in 1975, chief inspector in 1980, superintendent in 1981, Deputy Commandant in 1987 and Commandant later that same year.

During his early years, much of Capt. Moore's service was performed in the Eastern area, but on reaching the rank of superintendent, he assumed Island-wide responsibility.

Capt. Moore was awarded the Colonial Special Constabulary Medal in 1986. He is a qualified master mariner. He and his wife, Elizabeth, have one daughter, Susan.

Also awarded the CPM was Mr. Denis Anthony Brookes, who retired from the regular force as chief inspector in charge of the Operations Division in 1991.

Mr. Brookes joined the Bermuda Force in 1966 as a constable after serving in the London Metropolitan Constabulary as a cadet and then constable from 1962.

He served in many areas including the CID, Narcotics, and the Operations Division (Traffic) in 1980. When the Force was computerised in the late 1980s, he did much to ensure it ran smoothly.

After he retired, Mr. Brookes went on to work for Bermuda Computer Services.

Mr. John Barry Smith, of Smith's Parish, was also awarded the Colonial Police Medal.

He joined the Force in 1965, serving for 26 years before his 1991 retirement.

In 1970, he transferred to Special Branch as a constable. He was promoted to chief inspector and second-in-charge of the Department in 1984, remaining there until he retired.

During his career, his responsibilities included organising the security detail for many dignified visitors including US President George Bush and Prime Ministers Margaret Thatcher and John Major. He was also a principal motivator in the introduction and computerisation of the National Drugs Intelligence Unit.

He is coordinator of Security Services within the Civil Service.
