In addition to assistance with immediate environmental issues, it will ensure Bermuda's interests are represented in international agreements.

But the Bermuda Government will not have the charter forced upon them. It will be able to determine its exact form in sync with local variations and requirements.

The UK Government has recognised that many territories' habitats are under pressure -- for example coral reefs -- and wants to develop a global policy to preserve endangered species.

In particular, they are keen not to see territories in isolation, since eco-systems all have a knock-on effect, and want to ensure management is done with this in mind.

The Overseas Territories White Paper will help countries find additional funding and encourage incentive schemes to boost sustainable environmental management.
