Earlier this year Health and Family Services Minister Nelson Bascome disclosed that more than $2 million would be budgeted to create a new residential programme for young offenders.

But the 1999 Budget actually allocated $4.5 million for the new home.

Mr. Bascome pointed out the amount was not finalised and could also allow for a staff increase. He added that there was a particular need for an on-site professional psychologist.

The current Devonshire site, Observatory Cottage, provides facilities for up to 12 males under 16-years-old, but has been plagued by problems.

Young men have repeatedly run away from the facility and Mr. Bascome has voiced concerns over the site's poor security.

Last night Mr. Bascome said staff at the facility were reviewing plans for the new building and were expected to forward their opinions to his ministry soon.

Plans would then be sent on to the Ministry of Works and Engineering. Although nothing has yet been submitted to the Planning Department, Mr. Bascome remained optimistic the new site could be completed in 2001.
