DeSilva played steady golf throughout, even amid the high winds and rain of the final day, to secure rounds of 76, 71 and 75 for a three-day total of 222.
Jonathan Hayes won the overall net prize with 193, while Charles Markey was runner-up on 200.
In the 13-14 age group, Aaron James, who began with a blistering one-under-par 69, led the way with a total of 226, five shots ahead of second-placed Fraser Hunt.
Jarryd Dillas ran away with the title in the 12 and under category, his three-day total of 234 putting him 17 strokes in front of his nearest challengers. Tim Burland was the low net winner with 194.
