Education Authority legislation to be tabled in House
Long-anticipated legislation for the creation of an education authority, which would ultimately replace the Department of Education, is to be tabled today in the House of Assembly by Diallo Rabain, the Minister of Education.
The Bill, which Mr Rabain had hoped to bring last month, proposes the authority as a “public body held at arm’s length from day-to-day politics”, with a “merit-based” board of nine appointed members.
Mr Rabain will also give a ministerial statement on what lies next for the authority.
MPs will debate legislation for a parcel of government property on the Morgan’s Point site in Southampton to be handed over to the Bermuda Land Management Corporation for an affordable housing project.
The vesting of the land will make way for the construction of Dr Cann Park II, offering older residents 110 new rental units that could blend seniors housing with homes catering to younger tenants.
It becomes official under the Bermuda Land Management Corporation Amendment Act 2026.
Also to go before MPs today is the Health Professions (Complaints Committees) Amendment Act 2026, which updates statutory requirements for the relevant bodies for handling complaints.
MPs will also discuss a motion brought by Zane DeSilva, the Minister of Housing and Municipalities, for the House to approve the Bermuda Affordable Housing Strategy 2025-2035.
David Burt, the Premier and Minister of Finance, is to update the House on the Government’s fiscal performance, while Tinée Furbert, the Minister of Youth, Social Development and Seniors will speak on the creation of a hardship fund.
Legislators will hear from Jason Hayward, the Minister of Economy and Labour, on the economic investment residential certificate programme, as well as the island’s “digital identity”.
Alexa Lightbourne, the Minister of Home Affairs, will address the House on the proposed Competition Act aimed at promoting fair competition, targeting harmful business behaviour and providing for a review of mergers and acquisitions in essential sectors.
Ms Lightbourne is also scheduled to speak on a solar energy pilot programme.
