Kites are a buzzing nuisance

Dear Sir,

I live In Pembroke. What is possessing this person to fly their kite on a non-windy or windy day? Is this person trying to attract attention or annoy the neighbours with the buzzers?

We have had this issue about people flying kites on non-kite flying days for a long time and it looks like the issue has not been solved.

It’s really annoying. Please stop flying your kite.
