Seminar next week to focus on Anti-Terrorism Act 2004

The Association of Bermuda Compliance Officers (ABCO) will be presenting a seminar of the Anti-Terrorism Act 2004 next week .

On December 17, 2004 Bermuda enacted the ?Anti-Terrorism (Financial and Other Measures) Act 2004 and it became operative on March 7, 2005. The legislation was necessary for Bermuda to stay compliant with the FATF?s (Financial Action Task Force) special recommendations on terrorism introduced following the 9/11 terrorist attack.

The seminar is being presented as part of ABCO?s Annual Educational Seminars for 2005-2006.

This event will take place at the Bermuda Musical & Dramatic Society?s Daylesford Theatre on the corner of Washington Street and Dundonald Street in Hamilton on February 8 at 4 p.m.

The scheduled seminar presenters are Kulandra Ratneser, Brian Calhoun and Paul Harshaw.

Mr. Ratneser is currently consultant to the Bermuda Department of Public Prosecutions. He was the acting Director of Public Prosecutions in Bermuda during the period when the Anti Terrorism legislation was approved.

Mr. Ratneser has been the DPP in Belize and Fiji. He was the regional Counsel to the Australian Securities commission and prior to coming to Bermuda in 1999 he was Senior Crown Prosecutor with the West Australian Department of Public Prosecutions. He has extensive experience in the prosecution of commercial crimes and money laundering offences. While in Bermuda he was senior counsel with the law firm Milligan-Whyte and Smith and later senior counsel with Lynda Milligan-Whyte and Associates.

Brian Calhoun is Conyers Dill & Pearman?s Group Compliance Officer.

In 1978 he was called as a barrister and solicitor of the Supreme Court of Ontario, where he worked as an assistant Crown Attorney in that Province until being recruited by the Bermuda Government where he served as the Principal Crown Counsel in the Department of Public Prosecutions.

Paul Harshaws a Senior Associate in the litigation department at Lynda Milligan-Whyte & Associates and his practice is commercial litigation.

He has appeared in the only reported case in Bermuda involving the provisions of the Proceeds of Crime Act. He currently sits on the Bermuda Bar Council?s Law Reform Committee dealing with anti-money laundering and anti-terrorism legislation. Compliance professionals, lawyers, accountants, banking professionals, insurance brokers, trust managers/administrators, investment brokers, fund managers, and real estate professionals and anyone else in the financial sector are encouraged to attend the seminar.

The seminar is freefor all paid up ABCO Members but $10 for non members who wish to attend.
