Hamilton replaced a Bluck with a Black yesterday.

William Alexander Black was named the new common councillor for the City of Hamilton, replacing Jay Bluck, who served for four years and is now an Alderman.

Mr. Black, the sole nominee for the post, was sworn in by Returning Officer Justin Williams at a ceremony at City Hall yesterday afternoon before family members, Mr. Bluck and Hamilton Mayor Lawson Mapp.

Mr. Mapp said it was his ?great pleasure? to welcome his friend to the Corporation.

Mr. Black, formerly a Policeman, moved to Bermuda from Northern Ireland in 1962 on a three-year contract with the Bermuda Police Service.

After spending nine years as a Police officer for the City of Hamilton, he formed his own security business, Bermuda Securities Group.

Admitting he missed the business, which he ran for 33 years, Mr. Black said he is looking forward to the change, however.

Speaking to after the ceremony, he had a written list of things he wanted to accomplish during his time on the Corporation.

Traffic in the City is a number one priority, along with the establishment of a traffic-free zone ? such as Reid Street or Queen Street, he said. Parking is another concern.

The Corporation spent a significant amount of money on a Closed Circuit Television (CCTV) system for the City which he hopes to see expanded and used 24 hours a day, he added.

Drinking in public and cracking down on the City?s ?unemployable? are also on the list, as was noise pollution within the City.

Finally, he hopes to have Hamilton ?cleaned up a bit?, and in particular to focus on Fort Hamilton ? turning it into a proper public park for the East end of the City.

He does have more ideas, he said, advising the public to stay tuned. ?This is something I?ve wanted to do for quite some time,? Mr. Black said.
