Statistical changes at Finance Ministry

Chief Statistician Mr. Donald Scott moves into the post of assistant Financial Secretary (Economics and Finance) in the Ministry of Finance while Ms. Janet Smith succeeds Mr. Scott as Chief Statistician.
She is the first woman to head the statistics department.
Mr. Scott's duties include the development, implementation and review of long-term economic and financial policy and the coordination of assigned departments within the Ministry of Finance.
A graduate of Berkeley Institute he attended Dalhousie University where he obtained a combined Honours Degree in Economics and Sociology.
Mr.
Scott joined the statistics department in 1979 and played a leading role in the development of Bermuda's estimates of gross domestic products.
In 1984, he was promoted to the post of economic statistician and was charged with the further development of the department's programme of economic and business statistics.
Mr. Scott was appointed Chief Statistician in 1986 and, at age 33 was the youngest person to head a Government department.
In this position he was instrumental in developing the use of micro-computer applications in the department's work programme.
A high point in this development cycle was the successful in-house processing of Bermuda's 1991 Census of Population and Housing.
As a census superintendent, he was responsible for the overall planning, organisation and general conduct of the census programme.
In 1992, Mr. Scott was one of the three Bermudians selected to attend the prestigious Duke of Edinburgh Commonwealth Study Conference at Oxford University.
The conference has been held every four years since the inaugural gathering in 1956 and brings together some 250 participants from the Commonwealth to analyse and consider solutions to complex and interrelated problems and industrial, technological and social change.
Mr. Scott is married with three children and is an active member of a number of community and sports organisations.
Ms. Smith has been employed with the Statistics Department for 16 years.
As Chief Statistician, she is responsible for the overall work programme of the statistics department which has a staff of 14 and an annual budget of approximately $1 million.
Ms. Smith, who graduated from Berkeley Institute, holds a Bachelors Degree in Economics from Georgetown University.
As part of her formal training, she spent a year at the United States Bureau of Census where she obtained a diploma in population statistics and demographic analysis.
She joined the statistics department in 1978, progressed to the level of senior statistician in 1990 and carried a high level responsibility for the 1991 census programme.
She also developed projections of the Bermudian population during her tenure as senior statistician and was generally responsible for the development of the department's programme in social and demographic statistics.
Ms. Smith is a member of Berkeley Institute's governing body and chairs the school's fund-raising steering committee.
