The 1240-passenger luxury liner's last summer-season port of call will be September 18. Dreamward then sails north, cruising between New York City and Montreal, with stopovers in Boston, Halifax, and Quebec City. It's an attempt to tap into the Canadian market, said Mr. Hayward.

Dreamward returns to the Island on November 4 for one night before heading south on a Caribbean cruise, Mr. Hayward said.

Norwegian Cruise Lines however could face penalties because of the changes.

"According to the contract they have to have so many cruises and if they fall short of that then they have to pay. I think it works out to be the cost of the average port tax per passenger,'' added Mr. Hayward.

"It's a business decision and I don't think there's a lot we can do to stop them,'' said the Department of Tourism's Carol Wills. Government is in the process now of determining whether to impose a penalty, she added.
