Minister bids to end planning confusion
clear up confusion over planning and building requirements.
"Although there has been considerable publicity on planning and building requirements,'' she said, "some people are still confused about when they need to have planning and building permits.'' Previously, the Minister said, one could only obtain planning permission if the Department was satisfied that the proposed development would comply with the Building Code.
"It is now possible,'' she said, "to obtain final planning permission without having to undertake the additional expense of providing detailed building plans as was previously required to ensure compliance with the Building Code.'' And Mrs. Cartwright DeCouto pointed out that building permission can be obtained at a later date as long as the planning permission is still valid.
She listed several instances when a permit is required: the erection of a building the carrying out of any structural alteration or extension of any building major repair work of any building that is within 25 feet of a road or that the public has access to the carrying out of any works whether of a structural nature or otherwise, which will effect a material change in the purposes of any building or premises the partitioning of any space within a building other than a building occupied as a dwelling house by one family. This is only necessary if the partitioning has the effect of changing the use of space the demolition of any building within 25 feet of a road or that the public has access to any electrical installation with respect to any of the above. Mrs. Cartwright DeCouto said that a building permit is not required for normal repairs to one's house, replacement of a door or window or when changing an opening from a window to a door.
It is also unnecessary where work is being done to demolish a building located more than 25 feet from the road and when work is being done internally that does not involve structural changes, change of use or an increase in the number of dwelling units.
