What MPs did in 1991-92

Labour disputes: Passed on the last day of the session, the Trade Disputes Act allows the Labour Minister to send intractable disputes to binding arbitration.

Drunk driving: The first law change arising from the National Drug Strategy report, it lowered the drunk-driving limit from 100 to 80 mg of alcohol in 100 ml of blood.

Speeding tickets: Drivers caught speeding at 54 k.p.h. or less can now pay automatic fines instead of going to court.

International business: Several pieces of legislation were designed to modernise laws governing international companies and partnerships, and to attract pension funds.

Hotel improvements: A duty break allowing hotels to pay just 5% on material for renovations and improvements was extended for a second year.

The Budget: A $355 million budget in February predicted a 2% rise in spending.

Tax increases included property, alcohol and tobacco, boat licenses and a foreign currency purchase tax of 25 cents per $100.

Crime victims: The maximum compensation for crime victims was increased from $50,000 to $70,000.

Drug trafficking: Laws allowing the seizure of traffickers' assets were widened to allow seizure before conviction, to prevent dealers from getting rid of assets before trial.

Ship smoke: Anti-smoke pollution laws were broadened to include ships underway and at anchor, and not just those at dock.

Unemployment: A PLP proposal to study the feasibility of unemployment insurance was passed in November.

Land purchases: Several pieces of public land were bought, including a large wilderness near Blue Hole Hill.

Dog control: Loopholes in dog laws were closed, broadening the definition of an "out-of-control'' dog and making the dog's keeper responsible and not just its technical owner.
