Hopeful bankers meet with House committee

Would-be bankers have stated their case to the House of Assembly's private bills committee, it was revealed yesterday.

And Andre Heyliger, top dog in the proposed fourth force in Bermudian banking, said he was hoping for the go-ahead in "the near future'' with a view to opening the doors of the First Citizen's International Bank by autumn next year.

Mr. Heyliger added: "We have had the opportunity to state our case through a legal brief and business presentation directly to the Parliament private bills committee and its advisors.

"These meetings have been very useful from our perspective as they give us the facility through which we can initiate dialogue and address any concerns expressed.

"We view the committee's work as essential to establishing proper legal drafting and structure for our bill and its members' role as being tough but fair arbiters of fact and opinion.'' Mr. Heyliger's Top Resources Ltd. launched its bid to join the Banks of Bermuda and Butterfield and the Bermuda Commercial Bank as a major financial institution earlier this year.

He said yesterday that an additional bank serving the domestic and international markets could only enhance the Island's competitiveness in the global arena.

He added: "We intend to bring new products and innovative techniques to the marketplace and help sustain Bermuda's image as a prestigious offshore jurisdiction.

"In addition we will offer choice, opportunity for investment and employment opportunities for suitably-qualified Bermudians.

"As the international business sector grows we anticipate a significant increase in our involvement with this sector while continuing to provide outstanding local service.'' And it is understood an international partner has been lined to back the venture -- although Mr. Heyliger declined to reveal the name.

The bill was tabled in the House by UBP backbencher Irving Pearman at the end of May and sent to the committee for review.

The committee has now asked for further information, which Top Resources is now gathering.

The chairman of the Parliamentary private bills committee, the PLP's Stanley Lowe, could not be contacted for comment yesterday.
