National Hurricane Centre in Miami issued what it expected would be its last advisory on Cindy late yesterday afternoon.

After dumping huge amounts of rain on the Dominican Republic, the storm was diminishing over Haiti with winds near 30 miles per hour.

The storm was expected to continue to weaken overnight.
