of meaningful legislation during the motion to adjourn.

Sen. Norma Astwood (Ind) said that the Senate chamber had become overcome with a "legislative paralysis that is quite contagious.'' Referring to the just approved Parliamentary Election Amendment Act 1994 which set a price of 30 cents for each page of the voter's list requested, and $250 for a bound set of all constituencies, she said: "The 11 of us spend a good number of hours sitting here for something as simple as 30 cents,''she said.

Sen. Astwood said a major problem occurred because Senators were looking at superficial changes to "bits and pieces of legislation'', instead of more important matters.

"I'd like to see this paralysis cease,'' she said. "It's getting too hot.'' Sen. Milton Scott (PLP) also questioned why there was a "lack of a legislative agenda in the Senate.'' He said Senators were ready to make a contribution, but for the last four sessions the meetings were over before 12 noon.

"There's no legislation of any real substance,'' he said. "That's not what I am here for.'' But the Hon. Grant Gibbons (UBP) said it was unfair to look upon bills and legislation as the only indication that progress was being made.

And that the quality and the significance of the legislation was more important than quantity.

"We have a new cruise ship and terminal that were both completed on time,'' he said. "And a Tynes Bay Incinerator that has been working for the last couple of weeks.

"If we can be accused of anything, its that we have not let people know how well we are doing.'' Additionally, Sen. Gerald Simons pointed out that many of the promises contained in the UBP's blueprint did not require legislative action.

As an example, he cited the Hon. Pam Gordon , Minister of Youth and Sport, who recently opened a new basketball court in Shelly Bay.

"No legislation was required for that,'' he said. "Just a few adjustments to the Budget.'' Sen. Simons also stressed that compiling legislation took a lot of time and that Senators would do well to remember that.

He said that though it could take one day or half a day to debate a piece of legislation, putting it together took an immense amount of time.
