The statement came on the heels of the rapid political changes sweeping South Africa. Mr. Darrell said that while the world revered Nelson Mandela's tolerance and fair play in spite of spending 27 years in prison, there were several important lessons to be learned from their recent elections.

He said the absentee ballot was something Bermuda could use and that a full examination of the concept of proportional representation was needed.

He also called for single seat constituencies with the same number of voters.
