Caribbean Club's licence bid, calling it a "second chance.'' Police objected to the Water Street, St. George's club's application, citing the nightclub's controversial past.

Insp. Winston Esdaille told the board Police were not trying to close the nightclub down, but were concerned that management could not control their clientele.

Lawyer Mr. Delroy Duncan, appearing on behalf of club owner Eugene Pascoe, told the board his client had developed a "seven-point plan.'' Under the new plan, the club would: Have two managers on duty during opening hours; Eliminate "session'' music and reggae "sessions''; Impose a $5 cover charge, to be collected at the door; Install warning signs inside and outside of the club prohibiting the use of drugs, and prohibiting loitering; Have four security guards on duty during peak opening hours; Be painted and re-carpeted, and; Install additional lighting outside of the club.

Insp. Esdaille said there was a need for another club in St. George's, particularly now that there was a cruise ship dedicated to St. George's, but proper control would have to be exercised.
