given a refund by the West End Development Corporation.

The management of the West End attraction buckled to pressure after entrepreneurs sent a petition expressing their displeasure over their lack of success during the weekend event.

In a letter to participants, Wedco general manager George Smith admitted that the Victualling Yard, the site of the arts and crafts pavilion, was "somewhat remote'' from the main entertainment.

But Mr. Smith said Wedco officials did not choose the booth sites for last month's jazz concert which featured Nancy Wilson and Chaka Khan.

"It was Wedco's suggestion, at the outset, that the arts and crafts booths be interspersed among the food stalls,'' Mr. Smith wrote. "However this suggestion was rejected, by the coordinators of this element of the festival, as being too far from the Craft Market.'' He also said that Wedco made an effort to attract spectators to the area by scheduling some entertainment in the area.

And he said that Wedco did not profit from acting as the host of the second annual jazz showcase.

"You should also be aware that Wedco does not profit in any way from the production of this or any other festival in Dockyard,'' Mr. Smith said. "In fact, they are produced at considerable expense to Wedco solely to generate interest in Dockyard and to attract critical mass to the area.'' As a gesture of goodwill Wedco refunded the $100 booth rental.
