highlighting the party's `new face.' The Progressive Labour Party sees the ad campaign as "the prelude to an election call,'' which can be expected soon, PLP campaign co-chairman Mr.

Terry Lister said.

But UBP executive officer said the ads were not the "build-up'' to an impending campaign. The Premier must call an election no later than February.

"The message is clearly change,'' Mr. Gibbons said of the ad campaign in The Royal Gazette . "We have had a huge influx of new people, not necessarily all young, but a wide, broad-based group of Bermudians have come forward.

"They've joined the party; many have won primaries. We're simply introducing them to the electorate.

'' The ads are headed, "Introducing the next generation of leadership for Bermuda.'' Along with photographs of the candidate, they feature short biographies. UBP Hamilton East candidate Sen. Wendell Hollis is featured today. The campaign has also profiled Mr. Ralph Richardson in Sandys South, Mr. Richard Spurling in St. George's South, and Sen. Pamela Gordon in Southampton West.

Mr. Gibbons said the ads helped to show the UBP had not "remained stagnant.'' "We've had an enormous turnover in the last few years,'' he said. About half of the UBP's slate of 40 would be made up of "new candidates,'' Mr. Gibbons said.

The UBP has yet to announce its two candidates for Devonshire North. Mr.

Gibbons said yesterday he expected the announcement would be made "in the next two to three weeks.'' Mr. Lister said the PLP knew "the UBP has a lot of money,'' and if the party wanted to waste it, that was fine. But, "I'd be spending that money as a run-in to an election,'' he said. "I'm expecting that's actually what they're doing.'' Meanwhile, the UBP again called on the PLP to substantiate or withdraw its charge that Bermuda was "bankrupt.'' "Facts such as a balanced annual budget, limited national debt,...less than three percent unemployment, and one of the highest standards of living in the world speak for themselves,'' the UBP said in a news release. "We have generated a legacy of success.'' Recently, Opposition Leader Mr. Frederick Wade said that if the PLP won the next election, it would inherit a bankrupt country. And Shadow Finance Minister Mr. Eugene Cox said the PLP would inherit a "legacy of failures.''
