Gas down but Belco high

Dear Sir,
Why is it that the prices at the gas pumps have been going down, down, down, yet the fuel adjustment charges from Belco are still running at 15 percent of the bill, which they have been doing for many months now?
It would appear that the large companies like Belco who have a monopoly on this Island have us all in a stranglehold and nobody apparently wants to question it.
I assume they are trying to keep their shareholders happy with plump dividends and the rest of us are paying for it.
At this time when we are on the edge of a recession and the cost of living keeps going up, we all have to tighten our belts, but how can you cope when the cost of flicking a switch is so ridiculously high?
I guess we should be thankful that the cooler weather has arrived.
