RA plans first conference under expanded work programme
The Regulatory Authority of Bermuda is planning to host its first Regulation Conference as part of its proposed 2026–27 Work Plan, positioning the island within a wider international regulatory conversation and expanding public and stakeholder engagement.
According to the RA’s preliminary work plan and budget, the conference would bring together industry leaders, government officials, consumer groups and international regulators to discuss best practice, challenges and Bermuda-specific issues.
The authority says the event is intended to demonstrate transparency and inclusion, while strengthening dialogue across the electricity, fuels and electronic communications sectors.
The proposed conference forms part of a broader push to expand the RA’s communications and strategic development work in 2026–27, alongside increased public awareness campaigns and research into consumer perceptions.
The conference is expected to be cost-neutral or revenue-generating on a full cost-recovery basis and “therefore does not influence RA fee levels”.
Beyond stakeholder engagement, the Work Plan outlines a wide-ranging regulatory agenda. In electricity, the RA plans to advance multiyear retail tariff reviews, finalise the Integrated Resource Plan, review electric vehicle charging infrastructure and continue work on innovation licensing frameworks.
In fuels, the focus will be on establishing a full regulatory framework, including a cost-of-service study and licensing regime, with start-up costs underwritten by the Government during the transition period.
In electronic communications, priorities include continuing spectrum policy work, an annual market analysis, preparations for a new sectoral review, and work related to cybersecurity legislation and consumer protection updates.
Overall, the RA said, the 2026–27 programme reflects a shift to “strengthen internal capacity, support knowledge transfer and enhance consumer protection”.
