BMA makes executive appointments
The Bermuda Monetary Authority (Authority or BMA) today announced two senior executive appointments, with Mesheiah Keane appointed chief operating officer and Graham Collier named chief technology officer.
The BMA, Bermuda’s financial services regulator, said in a statement that these “strategic appointments are intended to help the BMA maintain a digitally driven approach that streamlines supervisory processes while prioritising operational resilience”.
In her COO role, Ms Keane will report to Shanna Lespere, the deputy chief executive officer.
Ms Keane has more than 25 years of experience across financial regulation, reinsurance, operations and human capital management. During her career, she has managed enterprise-wide operational, strategy governance and organisational effectiveness initiatives, aligning infrastructure, talent and systems with the BMA’s strategic mandate.
Most recently, Ms Keane served as the chief human resources officer and director of human resources at the BMA, where she led transformative initiatives in workforce planning; diversity, equity and inclusion; and organisational culture.
Ms Keane began her professional career in accounting and financial reporting with leading international firms before transitioning to financial services regulation as a senior reinsurance supervisor.
As a Chartered Professional Accountant, Certified Professional in Human Resources and Certified Master Coach, she brings financial, regulatory and people-centred expertise to her role, the BMA said.
In the COO position, Ms Keane will oversee finance and currency operations, human resources, corporate affairs, and business and operations support.
The BMA added: “Throughout her career, she has developed a solid technical foundation that continues to shape her executive leadership style.”
In his role as CTO, Mr Collier reports to Ms Lespere, the DCEO. Mr Collier is a seasoned technology executive with over 17 years of experience across financial technology, technology operations, engineering, cybersecurity, cloud platforms and service management.
The BMA stated that he is known for aligning technology initiatives with corporate strategy and leading high-impact, complex digital transformation programmes.
His experience includes implementing technology strategies that enable business growth and resilience while strengthening cybersecurity and governance frameworks.
During his career, Mr Collier has led global teams across 40 regions, guiding C-suite decisions on digital transformation, risk and investment.
Prior to joining the BMA, he served as the global head of SaaS operations at FlexTrade in London, United Kingdom, where he managed large-scale technical operations and technology infrastructure.
Mr Collier is a Certified Information Security Manager and holds numerous certifications in artificial intelligence, digital business transformation and security management. In his new role, he will be responsible for enhancing the BMA’s technology capabilities, including AI tools, and leading the regulator into the next phase of its digital transformation strategy.
Ms Lespere said: “Both Mesheiah and Graham bring strong leadership, technical and strategic capabilities to their new roles. Their unique insights and proven ability to build stakeholder connections and align priorities will be essential as we enhance the BMA’s operating platforms and explore new areas for growth.
