Minister promises bill clarifying dumpster trailer rules

Government will create legislation to clarify the laws regarding the use of dumpster trailers, according to Transportation Minister Derrick Burgess.The legality of the trailers has been the source of a long-standing dispute between their owners and the Island’s general truckers, who argue that the trailers have had a crippling effect on their business.Addressing the House of Assembly, Mr Burgess said the Motor Car Act 1951, in it’s current state is outdated, and that the Ministry intends to clarify the legislation.“The Ministry has heard the piercing and persistent cries of the general truckers and acknowledges the legitimacy of their argument,” Mr Burgess said.“However, it must be pointed out that over time, the state of the trucking industry in Bermuda has been adversely impacted by a number of factors, one of which is dumpster trailers, but there are also several other factors that have had an adverse impact on the general truckers.”He argued that the weakening economy has also made an impact in the trucking industry, along with the use of hook bins, which allow truckers to leave large bins on site for the customer to unload at their pace, and allow the trucker to service multiple job sites.Mr Burgess said the Ministry would continue to speak with stakeholders in the industry in an effort to create balanced legislation.“It is time to level the playing field, and by that I mean something must be done legislatively right now to make the trucking industry fair to all players,” Mr Burgess said.
