Man fined $3,000 following high-speed chase

A man who led police on a high-speed chase through Hamilton yesterday morning was fined more than $3,000 for a raft of traffic offences.Mandel Outerbridge, 35, pleaded guilty to refusing a breath test, driving dangerously, failing to stop for police, and driving an uninsured, unlicensed vehicle without a valid driver’s licence.The court heard that at around 12.36am yesterday, officers noticed a man riding a grey motorcycle along Middle Road, in Pembroke, with a pillion passenger who was not wearing any headgear.The officers attempted to get the rider to stop but he continued riding at high speed.The chase continued throughout Hamilton. Outerbridge led officers the wrong way down Wesley Street and later Canal Street.Outerbridge dropped the bike near the intersection between Canal Street and Marsh Folly and the pair attempted to escape on foot.He was identified as the driver of the cycle and arrested. Officers noticed his speech was slurred, his eyes were glazed and he was unsteady on his feet.He was taken to Hamilton Police Station, but refused to submit to a breath test.Today, after pleading guilty to the offences, Outerbridge said: “I apologise for my actions.”Senior Magistrate Archibald Warner fined Outerbridge $1,500 for refusing a breath test and disqualified him from driving all vehicles for one year.He fined Outerbridge $1,650 for the other traffic offences and issued him 26 demerit points.The court also heard Outerbridge had two outstanding fines totalling $1,250 relating to a 2010 traffic matter. Mr Warner ordered Outerbridge to pay the outstanding fines today or spend 30 days in prison.Also appearing in court was 25-year-old Tamouri Tucker, who admitted driving while impaired on July 5.The court heard that Tucker was stopped on Kindley Field, St George’s, after officers on mobile patrol saw his car driving erratically along the Causeway.The officers noticed that Tucker smelled of intoxicants and his speech was slurred. Asked if he had been drinking, Tucker admitted that he drank two Elephants.A breath-test later revealed he had 261mg of alcohol in 100ml of blood — more than three times the legal limit of 80ml.While duty counsel Oonagh Vaucrosson said Tucker was an electrician who needed his motorcycle for work reasons, Mr Warner said he was not satisfied that was the case, fining the defendant $1,500 and banning him from the road for one year.And 61-year-old Rowan Dill pleaded guilty to driving while impaired, riding an unlicensed and uninsured vehicle and riding without a helmet in an incident on June 30.At around 1.15am that day, officers saw Dill ride along Bob’s Valley Lane in Sandys and pulling into his driveway without a helmet. Questioned, he said: “I was just coming a few yards down the road.”After officers noticed he was unsteady on his feet, Dill admitted that he had a few drinks with friends. He was subsequently arrested on suspicion of driving while impaired. He later provided a sample of breath, which showed 114mg of alcohol in 100ml of blood.Mr Warner fined Dill $1,500 for driving while impaired, disqualifying him from driving all vehicles for 12 months. He further fined Dill a total of $850 for the other traffic offences.
