RA’s Burgess elected to role with regional utility regulators body

Nigel Burgess, director of utility regulation at the Regulatory Authority of Bermuda, has been elected deputy chairman of the Organisation of Caribbean Utility Regulators.

The appointment places a Bermudian regulator in a key regional leadership role at a time when utility sectors across the Caribbean are navigating many of the same challenges, including energy transition, affordability, infrastructure resilience, and evolving regulatory frameworks, the RA said in a statement.

Mr Burgess’s election came at Oocur’s annual meeting in Trelawny, Jamaica.

The RA added that the appointment would help ensure the RA remains engaged with emerging best practices, policy development, and collaboration with peer regulators, while enabling the island to be represented in conversations that increasingly shape the future of utility regulation across the region.

In his role as deputy chairman, Mr Burgess will help guide Oocur's strategic direction while continuing to lead the RA’s utility regulation team. He will also represent Oocur at the 2026 World Forum on Energy Regulation.

Richard Ambrosio, chief executive of the Regulatory Authority, said: “Nigel's election by his peers is a tremendous achievement and reflects the respect he has earned throughout the regulatory community.

“His technical expertise, thoughtful leadership, and commitment to sound regulation have made him an invaluable member of our executive team.

“Having that expertise recognised at an international level not only reflects well on Nigel personally but also strengthens Bermuda's voice in conversations that will shape the future of utility regulation across the region. We are proud to see him take on this important role while continuing to serve Bermuda.”

Mr Burgess said: “I am grateful for the confidence my fellow regulators have placed in me and honoured to serve as Oocur's deputy chairman.

“Small island jurisdictions often face similar opportunities and challenges, and there is tremendous value in learning from one another's experiences.”

Mr Burgess has nearly 20 years of experience in engineering, infrastructure planning, utility regulation, and energy policy. He leads the RA’s oversight of Bermuda’s electricity and fuels sectors and has played a pivotal role in developing the island’s modern regulatory framework, including leading the technical development of Bermuda’s first Integrated Resource Plan.
