Pembroke resident: flooding complaints unaddressed

A Pembroke homeowner has said that the Government has failed to act to address flooding on his property for more than 20 years.

Ray Anthony Woodley said that he reached out to the Government as early as 2002 as he was beginning construction on his lot on North Terrace off Friswell’s Hill.

“They came up several times to look at it. I have been calling them since 2002,” he said.

“They told me they were coming up to my house to look at it and see how it would work because they would probably run a pipe from there out to the main run-off.”

Mr Woodley added: “Every time it rains, the whole yard and the road in front of my property floods out. The tenants have to keep taking their shoes off to go inside.

“People who live past my house in the neighbourhood have to take their shoes off or walk all the way around.”

He said that the flooding in the area was caused by asphalting work near by, which steered the flow of water towards his property.

“Where my property is now, there used to be a derelict house there,” Mr Woodley said. “They came and they asphalted the road to an angle where it would run down into that same property.

“I have been keeping in touch with them and letting them know about the situation, but nothing has been done to date. I have been frustrated with this, but it’s my tenants who have been suffering.

“If you came sometime back and you asphalted in a way that the water would run down into somebody’s property instead of fixing it the right way, then you should be able to come in there and fix it because it is somebody’s property.”

He said that the flooding had caused the ceiling of a lower unit on the site to come down on two occasions, although that problem has since been addressed.

“I had to get a contractor come out, and we dug down about four feet where the water was taking the ceiling down and concreted it, so that situation is solved, but now it is flooding the yard completely and the road.”

Mr Woodley said that he had been told after flooding on Palmetto Road caused damage to a nearby home that the Government would address his issues, but that works on Palmetto Road needed to be carried out first.

"They never got back to me,“ he said. “I am constantly calling for them to come and deal with it.

“They come, they look at it, and they say I have to e-mail. If you have come and seen the issue, why do I have to keep e-mailing?”

“We sympathise with any inconvenience caused to the resident in question due to the reported flooding issue,” a Ministry of Public Works spokesman said.

“While we’re unable to ascertain the exact location or details regarding the specific complaint, we assure you that our team is actively reviewing our records to investigate and address the reported situation on North Terrace.

“We encourage the homeowner to telephone our Principal Highways Engineer on 501-3044 or 501-3036 so that we can pinpoint the issue to find an amicable resolution as soon as possible.”
