Government disputes cause of North Terrace flooding

The Ministry of Public Works has argued that asphalting has not contributed to flooding on a Pembroke property, but said that it would look into the issue to “ensure the best possible situation”.

Ray Anthony Woodley told The Royal Gazette on Monday that he had complained about flooding at his property on North Terrace since 2002.

A spokesman for the Ministry of Public Works said yesterday that the principal highways engineer had received no complaints or communications regarding the area since she came into the post in 2020.

“Furthermore, historical records indicate that the road configuration contributes to flooding on North Terrace due to its lower elevation than Border Lane North,” he said.

“Regarding the assertions about asphalting work exacerbating the issue, our highways construction manager recalls a private road improvement scheme in 1998 that installed a borehole for the neighbourhood.

“However, any responsibility for maintenance falls upon the private residents, and no communication or agreement with the homeowner has been recalled or documented.”

The spokesman said that the suggestion that road paving had worsened the situation “contradicts the facts”.

He added: “The paving included the installation of a lip aimed at preventing water run-off from Border Lane North into North Terrace.

“In light of this investigation, as a courtesy, we will inspect the borehole for potential blockages and verify the condition of the lip to ensure the best possible situation for residents.

“We take any concerns homeowners raise seriously and remain focused on addressing community issues.”
