Russians targeted in sanctions alert
Bermuda has sanctioned Andrei Marchenko, a top lieutenant of Russia’s radiological, chemical and biological defence troops, according to a notice by the Financial Sanctions Implementation Unit at HM Treasury.
The island joined Britain last month in targeting Marchenko and his Russian colleague, Aleksey Viktorovich Rtishchev, together with a Russian entity, as part of Britain’s punitive efforts against Moscow for the war in Ukraine.
The sanctions imposed asset freezes and travel bans on Rtishchev and Marchenko, the head and deputy heads of Russia's radiological, chemical and biological defence troops, for their role in the transfer and use of chemical weapons in Ukraine, according to British government officials.
Reuters also reported that the entity, the Joint Stock Company Federal Scientific and Production Centre Scientific Research Institute of Applied Chemistry, was sanctioned for supplying RG-Vo riot control agent grenades to the Russian military.
The news agency reported that the British government said grenades have been used as a method of warfare against Ukraine in contravention of the Chemical Weapons Convention.
Bermuda’s Chemical Weapons (Sanctions) (EU Exit) Regulations 2019 were made under the Sanctions and Anti-Money Laundering Act 2018 and provide for the freezing of funds of those involved in activities related to chemical weapons.
In Bermuda, the FSIU is a division of the Ministry of Justice. It carries out targeted financial sanctions for terrorism, terrorist financing and proliferation financing.
