Gap growing between climate policy and action, says OECD

Countries need to step up to meet 2015 Paris Agreement climate targets, says a new report from the Organisation for Economic Co-operation and Development.

Climate Action Monitor 2025 said global emissions need to fall by 39 to 63 per cent in the next decade to cap global warming at the agreement target of “well below 2C”.

Research found that governments are slowing down on climate policy implementation, widening the gap between policy action and commitment.

The number and stringency of policies increased by only 1 per cent in 2024, confirming a loss of momentum in the past three years.

Mathias Cormann, OECD secretary-general, urged countries to increase efforts to meet their climate commitments.

In 2023, aggregate greenhouse gas emissions from 50 OECD and partner countries were 8 per cent above the level required to stay on track.

The gap widened farther when compared with the trajectories needed to reach long-term, net-zero targets.

Although 114 countries and the European Union have adopted net-zero targets, only 30 countries and the EU — representing 17.7 per cent of global emissions — have made them law.

“Without stronger legal frameworks, accelerated implementation and better policy coherence, existing commitments will fall short of the Paris Agreement temperature goals,” the OECD said.
