The Bank of Bermuda yesterday announced the appointment of as a director.Mr. Joaquin, a Fellow of the Institute of Chartered Accountants and recently retired managing partner of the Bermuda office of Ernst & Young, brings extensive experience in the captive insurance industry to the bank?s board, having served as the deputy chairman of the Bermuda Government Insurance Advisory Committee (the main policy-making body for insurance regulation in Bermuda) and as chairman of the insurance regulatory sub-committee.

Mr. Joaquin, a Fellow of the Institute of Chartered Accountants and recently retired managing partner of the Bermuda office of Ernst & Young, brings extensive experience in the captive insurance industry to the bank?s board, having served as the deputy chairman of the Bermuda Government Insurance Advisory Committee (the main policy-making body for insurance regulation in Bermuda) and as chairman of the insurance regulatory sub-committee.

Chairman John D. Campbell said Mr. Joaquin?s ?expertise, particularly in the captive insurance market, will be a tremendous asset to the bank.?

Mr. Joaquin is a Member of the Institute of Chartered Accounts of Bermuda and Canada, the International Business Forum, the Bermuda Government Tax Advisory Committee, the Price Control Commission and serves as a director of The Bermuda Monetary Authority.

Prior to joining Ernst & Young in 1988, Mr. Joaquin was the Inspector of Companies in the Registrar of Companies Department of the Bermuda Government with responsibilities for the administration of companies in the insurance division.

Mr. Joaquin fills a standing vacancy to become the board?s fifteenth director. He joins Mr. Campbell, E. Eugene Bean; Philip M. Butterfield; John R. Charman; the Hon. Ann F. Cartwright-DeCouto; William de V. Frith; Stephen K. Green; David P. Gutteridge; David W. Hamshere; Paul A. Leseur; R. Blake Marshall; Henry B. Smith; David J. Shaw and Dennis G. Tucker.

The Atlanta Convention & Visitors Bureau recently promoted Bermudian to vice president, membership and technology.

In his new post, Mr. Jeffers has oversight of the membership department, including the management of all staff. He will also be responsible for programming related to the ACVB?s base of more than 1,000 member companies and will lead the company?s strategy for internal and external technology platforms.

Gregory Pierce, ACVB senior vice president and CFO said: ?Charles will be instrumental in leading the way as we continue to move towards a web-based management system of our membership base.?

A ten-year veteran of the technology and Web presence departments at the ACVB, Jeffers? most recent post was as director of technology.

A graduate of American International College, Jeffers holds a master?s degree in public administration from Georgia State University and a certificate of information technology management from Georgia Institute of Technology.

Jeffers is a member of the International Association of Convention & Visitors Bureaus, where he currently serves as chair of the Meetings Information Network (MINT) Committee. He is also an active member of the Cisco IP Telephony User?s Group SE Chapter and the Event Business Management Solution User?s Group.

Mr. Jeffers and his wife, Antoinette, also a Bermudian, have two children and currently reside in Atlanta.The Oil Group of Companies announced will be joining the company as president and chief executive officer, succeeding Jack Wesley who is retiring at the end of August.

The OIL Group of Companies is comprised of three member-owned insurance companies serving the energy industry ? Oil Insurance Limited (OIL), Oil Casualty Insurance Ltd. (OCIL), and sEnergy Insurance Ltd. (sEnergy).

Mr. Stauffer has been a director of both OIL and OCIL since 1986, he has served on the executive committee for OIL and OCIL since 1992, and held the position of OCIL chairman from 1998 to 2000, chairman of OIL from 2000 to 2003.

He joins the Oil Group from Kerr-McGee Corporation, where he held the position of vice president ? Risk Management & Real Estate Operations, and president ? Bermuda Captive Insurance Subsidiary for the past eight years.

He previously worked 17 years for Maxus Energy Corporation (formerly Diamond Shamrock Corporation) as director - Corporate Insurance and assistant secretary and also as president ? Bermuda Captive Insurance Subsidiary.

Mr. Stauffer holds a Bachelors of Science in Business Administration, and an M.B.A., both earned from Shippensburg University, in Pennsylvania.
