Tourism Minister David Dodwell said the report was in its final stages and meetings were still being held between related organisations and a Tourism Board product committee.
As soon as the series of recommendations were completed they would be brought before Cabinet, but this presented its own logistical problems, he continued.
Mr. Dodwell said he would not have the report by next Tuesday and he did not believe the Cabinet would be meeting on Christmas Eve or New Year's Eve.
Premier David Saul confirmed that the Cabinet would not meet on these two days, so the report will not be presented until the New Year.
Mr. Dodwell added that he expected to have the report by December 18.
He said it would not take him long to study it because he had been viewing it on an ongoing basis.
However, he refused to comment on what had been discussed in the report.
Once Cabinet had looked at it he would go public with the report and it would be laid before Parliament, said Mr. Dodwell.
