is to speak to the Bermuda International Business Association (BIBA) in December on the future of offshore domiciles.

The meeting, BIBA's annual general meeting, will be held on December 12 at the Fairmont Hamilton Princess, and will be addressed by Marcus Killick, the Engagement Director for the KPMG Review Team.

And BIBA said he would provide some indication of follow up proposed by the Review Team, it will be revealed at the meeting, but it is not known how much detail Mr. Killick will go into.

The team he headed up was responsible for the Review of Financial Regulation in the Caribbean Overseas Territories and Bermuda, conducted on behalf of the Foreign and Commonwealth Office of the UK government.

BIBA said the presentation will focus around the process the review team went through in order to reach their conclusions and Mr. Killick will also provide the audience with his insight, based on his experience and the findings of the review, into the future of offshore domiciles.

Raymond Medeiros, Chairman of BIBA also announced that Mr. Killick has agreed to give the keynote dinner address at BIBA's industry briefing to be held in London on January 22, 2001.

"Mr. Killick is extremely well versed in offshore affairs and his agreement to present at these major BIBA functions can be seen as further validation for Bermuda's reputation as a leading international business jurisdiction,'' said Mr. Medeiros.

Mr. Killick is a specialist in financial service regulation and is currently Director, Financial International Regulatory Support Team (FIRST) for KPMG.

Before joining KPMG he was Head of Banking Supervision at the Cayman Islands Monetary Authority. Prior to this he was Deputy Chief Executive at the Financial Supervision Commission on the Isle of Man.

The review that Mr. Killick was commissioned to extended to all areas of financial regulation including banking, insurance, securities, mutual funds, independence of regulator, companies, trusts, partnerships, anti-money laundering procedures and international co-operation afforded to other jurisdictions.

A qualified English Barrister and New York Attorney, Mr. Killick holds the UK Securities Institute diploma, the pre-eminent qualification for the securities industry in the UK. He is also an exam moderator for the Chartered Institute of Bankers.

Mr. Killick specialises in Emerging Markets and International Finance Centres, including legislative and regulatory development, compliance system design and implementation, and investigations.
