MAN JUST COULD NOT MAKE IT CTS Man just could not make it Senior Magistrate the Wor. Will Francis fined a 45-year-old man $150 yesterday for urinating in Par-la-Ville car park last week.
Dudley Quinton Bean, who was arrested for offensive behaviour on October 14, had some trouble understanding the charge when Mr. Francis asked him to enter his plea.
"I thought I was here for urinating in the car park,'' Bean said.
"That is the offensive behaviour,'' Mr. Francis answered.
Replied Bean: "I did try to make it to the oleander trees.'' MPS' SKYLIGHT APPROVED PLN MPs' skylight approved A lid is going to be put on the House of Assembly.
Government's architecture department last week secured Development Applications Board permission to proceed with plans for a skylight over the Sessions House courtyard.
The approval is just one step in plans to expand floor space and improve the appearance and operations of the building.
They include suspension of a concrete floor beneath the skylight for construction of a House of Assembly lobby, new wiring and plumbing and, possibly in 1995, an elevator.
Completed this year was a $38,000 contract to refinish the exterior of the House in the same "champagne beige'' as the Cabinet Office.

`STALKER' FINED CTS `Stalker' fined A man charged with entering the home of his ex-girlfriend without her permission last May was fined $250 in Magistrates' Court last week.
Robert Sousa was accused by Carole Tavares of Cobbs Hill Road in Warwick of stalking and harassing her after she broke off their relationship in November.
Sousa, who denied the charge, had been living with Tavares for a year.
Last May, Tavares told acting Magistrate the Wor. Ed Bailey last week, she returned to her apartment to find Sousa's motorcycle nearby and a light on in her living room.
She said she called Police from her sister's apartment next door. The Police searched the house but found nothing. Tavares said she found Sousa hiding in her shed.
Yesterday, Mr. Bailey rejected the version of events put forward by Sousa, who claimed he had a right to enter the apartment.
"The essence of this is whether or not Mr. Sousa had lawful excuse to enter the premises,'' he said. "The defence has failed to prove that he had such an excuse.
In fining Sousa, he added: "The law is there and I must enforce it. I would advise you, Mr. Sousa, to stay away from these premises.''
