Fraud expert Moscow takes centre stage

White collar criminal law expert John Moscow will take centre stage at the Association of Bermuda Compliance Officers (ABCO)'s Compliance Summit II held at the Fairmont Southampton Princess today and tomorrow.

Mr. Moscow, who conducted investigations and prosecutions involving money laundering and fraud at Bank of Credit and Commerce International, the corrupt AR Baron & Co. Inc. stock brokerage, and theft by top Tyco Inc. executives, will be closing-out the first day in a session entitled "Bermuda's Relationship in Financial Services".

Mr. Moscow was employed by the New York County District Attorney's Office for 30 years, serving as the Chief of the Frauds Bureau between 1986 and 1988 and Deputy Chief of the Investigations Division from 1988 to 2004, working on a number of cases involving international bank and tax fraud, securities fraud, theft, fraud on governmental entities and fraud in money transfer systems-money laundering. He currently works frequently with bank and securities regulators at the state and federal level and overseas.

His current practice involves advising and representing financial institutions in avoiding and dealing with regulatory and civil and criminal litigation matters and representing white collar criminal defendants in investigations and at trial.

Mr. Moscow frequently lectures and publishes in the fields of banking regulation and financial crime, and is the author of "Money Laundering: A View from North America" and other articles for central bankers. He also recently published, "The War Against Terrorism: What Do Prosecutors Need?" in "How to Combat Money Laundering and Terrorist Financing".

He has been a featured lecturer at the Cambridge International Symposium on International Crime for more than a decade and has also lectured at the World Bank and the London School of Economics. Mr. Moscow was a member of the FinCEN Bank Secrecy Act Advisory Group (2003 to 2004) and is an Honorary Fellow of the Institute of Advanced Legal Studies.

Mr. Moscow is also a member of The Association of the Bar of the City of New York, where he has served on the Criminal Law, Professional Responsibility, Judicial and Professional Ethics Committees.
