Chairman of the Flatts Village Development Committee W.A. (Toppy) Cowen said he was very excited about the upgrade which he predicted would be ready for the third annual Flatts Village Festival in October.

He said: "We have been wanting it for three years. It will be unbelievable when it's complete.

"This miniature water side park will be a welcome addition to the improvements of this historic village.

"The upgrades will include unobstructed water views and a new sidewalk over 100-feet long to be tastefully completed in brick-like pavers.

"Another 50 feet for the same purpose has been promised for the eastern end of the village.

"The permanent seating area, to be shaded by Palmetto palms, is also an important part of beautifying the area.

"It certainly won't be a big glob of concrete.

"One of the best things about it is the removal of the wall.

"It will open up the whole area. There will be quite spectacular views of the bay.

"We will be having antique lighting and we hope to have this throughout Flatts in due course.

"Soon, this tiny area will be a special highlight for boat owners and others who wish to sit and enjoy the most photographed view in Bermuda -- the Flatts Inlet and Aquarium.'' The current dock is unsafe, claimed Mr. Cowen.

He said: "There are huge cracks in several areas and underneath there are caves which have been made by erosion from the Harrington Sound current.

"For quite some time the dock hasn't been suitable to tie up boats.

"In high tides, water comes over the dock.

"But the new dock will be a foot to 18 inches higher.'' Mr. Cowen said planning authorities might make slight modifications to the plans but work was likely to start in July.

He added that the Flatts Development Committee was requesting a donation of five Palmettos for the new wharfs.
