EDUCATION TIMELINE

January 2006: Rosemary Tyrrell is appointed Permanent Secretary at the Ministry of Education.

October 30, 2006: Randy Horton replaces Neletha Butterfield as Education Minister.

January, 2007: Mr. Horton orders a comprehensive review of public schools after it is revealed that less than half of final year students are graduating.

May 3, 2007: Premier Ewart Brown goes on television and radio to announce the findings of the review team, led by Professor David Hopkins. They concluded that the system was "on the brink of a meltdown" with four of Bermuda's public schools failing and most of the others merely satisfactory or worse.

May 10, 2007: Ms Tyrrell is reassigned to the Ministry of Justice. Alberta Dyer-Tucker is appointed acting Permanent Secretary for Education.

August 2007: Ellen-Kate Horton, sister of the Education Minister, is appointed acting Permanent Secretary for Education.

December 21, 2007: The Government announces in a press release that Ms Horton is now Permanent Secretary for Education. She sends an e-mail to teachers, principals and Ministry staff about her promotion.

January 1, 2007: Ms Horton sends out another email advising them that the "latest developments" mean she is now Assistant Secretary to the Cabinet.

January 2, 2007: Kenneth Dill, head of the civil service, announces Ms Horton's move to the Cabinet Office in a press release and names Dr. Radell Tankard as the new acting Permanent Secretary at Education.
