The Tucker's Town resident, whose home straddles the eastern end of Windsor Beach, had applied for a floating dock off the Castle Harbour side of the property.

But the Board at its June 15 meeting concluded that Mr. Perot's proposal ran counter to Planning regulation.

It advised the Environment Minister that Mr. Perot already had an existing permanent dock and that it should not issue him with a foreshore licence for a second.

Mr. Perot made headlines in the mid-1980s when, against Planning regulations, workers blew up reef near his home to improve the turn circle for his boat.

The story was dredged up by the American press during Mr. Perot's run for the Presidency in 1992 and used as an example of how he conducts business. Mr.

Perot was reported to have "gone ballistic'' when he read the story.
