And some observers are tipping the 47-year-old product of Berkeley Institute for a leading role.

Mr. Arnold Minors, who has lived in Canada for 29 years, will have a key position as the only black member of the city's Police Services Board, which oversees more than 5,000 officers.

He will be watching the performance of Toronto Police Chief Mr. Bill McCormack, who began his career in Bermuda. Mr. McCormack's officers face racism charges fueled by Police shootings of eight black people since 1988.

"There has been a disproportionate number of black people who have been shot by Police in Toronto,'' he said. "It's a controversy and the question is why does that happen and what do we need to do to make it not happen.

"It's challenging and because of my skills and background I feel I can bring a contribution.

"It's a possibility that I'm being considered as chair of the board,'' he added. "It's something I would be interested in doing.'' Mr. Minors' mother is Mrs. Gertie Minors of North Shore, Devonshire.
