According to College spokeswoman Jannell Dill, the Code "represents a strong collaborative effort between students, management, faculty, staff and the Board of Governors''.

And she told The Royal Gazette the president of the student government, Kenneth Caesar, has fully endorsed the 17-page document.

"He is excited that this has come about,'' Mrs. Dill said.

The Code -- which has yet to be distributed to students -- was not designed to "restrain the activities of students and members of the College community'', College officials noted.

"Rather, they are designed to assure an orderly fashion of campus life and to give every student an equal and orderly opportunity to pursue an education.

"Additionally, they are ordered to ensure that students have fair and impartial hearings in discipline and to maintain due process.'' In addition to touching on college misconduct such as plagiarism, disruptive behaviour and damage to facilities, the Code points out that students could face probation, suspension or expulsion and possibly prosecution if they commit several offences, including the following: fraud or the alteration, falsification, or other misuse of documents, records or identification, including registration forms and change of schedule forms; Drunkenness and driving under the influence of alcohol and possessing and/or selling prescription drugs, hallucinogenic drugs, and controlled substances, including marijuana; Physical violence, harassing an instructor or fellow student, language which incites by making reference to one's race or ethnic origin; Wilful abuse, damage or theft of College property or the property of students, faculty, staff, and guests. Also unauthorised entry to or use of College facility and/or property; Noise from events featuring live or recorded music shall be no more than 100 decibels.

Among the rights granted to students were the right to privacy of personal information, particularly pertaining to a student's academic performance; the right to conduct social affairs; the right to freedom of inquiry and expression, the right to a smoke-free environment, and the right to display public posters, proclamations, and flyers.
