He suggested companies have been dropping bikes off at guest properties without showing riders how to use them.

And he said some firms are guilty of complacency when it comes to instructing visitors.

He also accused Government of cutting back on road safety information and failing to check up on the liveries.

Mr. Allen's campaign to reduce livery cycle accidents started last Friday, when he questioned the safety information provided by rental agencies and Government. He suggested livery operators could be motivated by greed.

Leading operator Mr. David Panchaud promptly hit back, defending the safety record of hired cycles and the training given to riders.

Returning to the attack, Mr. Allen said: "It is my understanding that there is deep concern that there are instances of cycle liveries dropping off mopeds at various guest properties and leaving the equipment there even if the visitor is not on the property at the time to receive instructions.

"Clearly Government must ensure that no motor-assisted cycle is released without the actual driver receiving the appropriate instruction. Greater monitoring is needed at the Government level of such practices, and of levels of rider instruction generally, since there does appear to be a degree of complacency among some cycle livery operators.'' Government cuts had halted the printing of official road safety information for visitors, he added.

"It is my information that what literature was being produced by Government to inform our visitors has been out of print for nearly a year.'' He understood reprinting was about to start, but such cuts were unacceptable.

"Instead of being complacent both the public and the private sectors should be working together to ensure our visitors are encouraged to drive more defensively. There is a need for a more aggressive and effective dissemination of road safety literature.'' Approaches from the public prompted the PLP to raise the subject, he said. If elected, the party would work to get safety pamphlets handed out on cruise ships heading for Bermuda, and at the Airport during immigration checks.

It would install "audio-visual displays'' about road safety at the air and cruise ship terminals.

And it would monitor the instruction given by cycle liveries more closely.
