Iowa State University associate professor of educational administration William Poston, who led the team which conducted the audit, said the Education Department was lacking in several areas.

"I think Bermuda is delivering a good education system, but it is not as congruent as it needs to be for all of its clients,'' he told The Royal Gazette .

The auditors' first four recommendations, in order of priority, to the Ministry were: The implementation of a comprehensive public and staff participatory process; The consolidation of Education Department offices; The restructuring of staff at the department's headquarters; and The design and implementation of a comprehensive curriculum system.
